I have some tile grout that does not seem to be setting hard; is there a chemical that I can use to improve the setting of the cement elements within it?

Where am I?

Calcium chloride (CaCl2) is a good chemical that can be used with cement materials to improve the setting time.
Mineral admixtures such as silica fumes, fly ash and GGBS can be used to increase the strength if the cementitious materials.
